1. Background
The Global Alliance for Trade Facilitation is a public-private partnership for trade-led growth, supporting governments in developing and least-developed countries in implementing the World Trade Organization’s Trade Facilitation Agreement. Alliance projects cut through red tape and end costly delays at borders by bringing together governments and businesses of all sizes as equal partners to deliver targeted trade reforms.
By emphasising digitisation and delivering other best practices, Alliance projects enable businesses to trade more easily thanks to streamlined and more predictable processes. Governments save time and resources by modernising trade procedures while still safeguarding their borders. Ultimately, Alliance projects boost trade competitiveness and business conditions, which are key drivers of inclusive economic growth and poverty reduction.
The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce, and the World Economic Forum, in cooperation with Gesellschaft für Internationale Zusammenarbeit (GIZ). It is funded by the governments of the United States, Canada, Germany, and Denmark.
In Mozambique, the Alliance is supporting the government to facilitate the importation of vaccines and rapid test kits for malaria and HIV. As part of these projects, the Alliance is procuring equipment that will be used to support two Mozambican government agencies to connect to the country’s electronic single window system. The selected supplier will deliver and install the required equipment and software in the agencies’ premises in Maputo.
2. Supply of Equipment
2.1 Bidder Eligibility

3. Form of Proposal
The proposal must include sections:
- Establishing the bidder’s eligibility (see section 2.1 above).
- Detailing the compliance of the proposed equipment with the required technical specifications (see section 2.2 above).
- Indicating the cost of the equipment in United States Dollars and clearly identifying the tax component and all other costs payable as part of the final price.
- Committing to the defined delivery schedule (30 working days from award of contract).
4. Payment Terms
Payment will be made within 30 days of delivery and installation of all the equipment listed in section 2.2 above, upon presentation of an authorised invoice denominated in United States Dollars. The invoice should clearly identify the value of the tax component, include the supplier’s tax identification and the IBAN of the Mozambican bank account to be used for payment. Payment will be made in United States Dollars.
5. Submission of Proposal
Please submit proposals in PDF format to: Sandra Wydler (sandra.wydler@weforum.org) with the subject line: “BAP-01 Equipment-01 [YOURNAME]”. Submission of a proposal in the manner described above will deem all terms and conditions of this Request for Proposals (“RFP”) to have been accepted by the Bidder and incorporated into its proposal unless specifically notified otherwise.
All proposals must be received no later than 11:59pm CET on 8 October 2021.
