World Economic Forum/Global Alliance for Trade Facilitation

 

1. Background information

The Global Alliance for Trade Facilitation (the Alliance) is a public-private partnership for trade-led growth, supporting governments in developing and least-developed countries in implementing the World Trade Organization’s Trade Facilitation Agreement. Alliance projects cut through red tape and end costly delays at borders by bringing together governments and businesses of all sizes as equal partners to deliver targeted trade reforms. 

By emphasizing digitisation and delivering other best practices, Alliance projects enable businesses to trade more easily thanks to streamlined and more predictable processes. Governments save time and resources by modernising trade procedures while still safeguarding their borders. Ultimately, Alliance projects boost trade competitiveness and business conditions, which are key drivers of inclusive economic growth and poverty reduction. 

The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce, and the World Economic Forum, in cooperation with Gesellschaft für Internationale Zusammenarbeit (GIZ). It is funded by the governments of the United States, Canada, Germany, Denmark, and Australia, and works with private sector partners from small and medium-sized enterprises (SMEs) to the world’s largest multinationals such as DHL, Stellantis, Maersk, UPS and Walmart.

The consultancy services required relate to the scoping and implementation of Alliance electronic Phytosanitary Certificate (ePhyto) projects in selected countries. The Consultant will be required to provide technical expertise and know-how to support the Alliance ePhyto Domain Team (Domain Team) in scoping and implementing the IPPC solution in selected countries. The main deliverable of the Scoping Component is a “Project Proposal” document. If the resultant project proposals are approved by the Alliance Steering Group, the Consultant may be required to support the Domain Team in implementation of the projects in the selected countries (the “Implementation Component”).

 

2. Description of Services

The services will be delivered in two phases:

i. Scoping support: the Consultant will support the Domain Team in in scoping ePhyto projects. This may include:

  • Participation in Domain Team discussions regarding the potential ePhyto projects
  • Participation in meetings with relevant government and private sector stakeholders (while remote meetings are an acceptable alternative to in-country meetings when COVID-19 travel restrictions apply)
  • Undertaking necessary research and proposing options and best practices for the design of the Project Proposal
  • Support the Alliance in preparing the Project Proposal

ii. Implementation support: the Consultant will support the Domain Team in ensuring the effective implementation of the project. This may include:

  • Providing specific implementation guidance and support, as requested by the Domain Team
  • Assessing specific difficulties that may arise during project implementation and proposing workable solutions, as requested by the Domain Team
  • Providing overall support to the Domain Team as required to ensure the success of the project

 

 3. Expected Output

  • Support provided to the Domain Team during project scoping and implementation
  • Project scoping completed
  • All issues regarding project proposals addressed
  • Proposed solutions to project challenges provided
  • Project implementation supported satisfactorily

 

4. Description of Deliverables
The Consultant will provide the Alliance with the following deliverables (the “Deliverables”)

  • Competent support for project scoping exercises in selected countries
  • Competent support for project implementation in selected countries
  • Prompt response to support requests from the Domain Team

 

5. Required Profile

  • Minimum of 10 years of direct experience in Phytosanitary Certification processes
  • Minimum 3 years detailed experience in the IPPC ePhyto Hub and GeNS Solution
  • Experience in supporting the implementation of the ePhyto solution in at least 2 countries
  • Experience in working within an international Phytosanitary Certification environment
  • Strong written and oral communication skills in English. Working knowledge of French would be an asset
  • Strong stakeholder engagement skills
  • Ability to travel internationally as needed (health and government regulations permitting) would be an asset.

 

6. Duration

Initial contract of up to 26 days over 3 months, subject to extension
