1. Background
The Global Alliance for Trade Facilitation (the Alliance) is a public–private delivery mechanism established to support the effective implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA) through partnerships between governments and the private sector. The Alliance is funded by the governments of Canada, Germany, the European Union, and Sweden.
The Alliance Secretariat is composed of three host organizations: the Center for International Private Enterprise (CIPE), the International Chamber of Commerce (ICC-WBO), and the World Economic Forum (WEF), in collaboration with Gesellschaft für Internationale Zusammenarbeit (GIZ).
The Alliance is implementing the project Trade Reforms for EU Integration: Enhancing Governance and SPS Systems in Moldova, which aims to support the Republic of Moldova’s European Union accession process through the institutional modernization of two key government agencies: the Moldova Customs Service (MCS) and the National Food Safety Agency (ANSA).
A primary component of the project is the digital transformation of ANSA, which includes upgrading technical equipment to enhance operational efficiency and compliance with EU standards.
2. Request for Offers
The Alliance invites qualified vendors to submit quotations for the supply of technical equipment to ANSA.

- The Alliance reserves the right to issue more than one award.
- The Alliance may award all or partial items/quantities based on unit prices.
- Questions regarding substitutions to specifications must be submitted via email no later than November 2, 2025.
