Development of the Information System “e-ANSA Control of Imports and Alerts Dissemination” (SIMIDA)

1. Background

The Global Alliance for Trade Facilitation (GATF) invites qualified firms to submit proposals for the design, development, and implementation of the information system e-ANSA Control of Imports and Alerts Dissemination” (SIMIDA) in the Republic of Moldova.

This procurement is being carried out under the project “Trade Reforms for EU Integration: Enhancing Governance and SPS Systems in Moldova” and supports the digital transformation of the National Food Safety Agency (ANSA).

 

2. Overview of services

SIMIDA is intended to modernize and digitalize key ANSA processes through an integrated solution composed of three main subsystems:

  • Import Monitoring and Control
  • Registration and Dissemination of Alerts
  • Register of Food Chain Operators

The assignment includes the full cycle of system design, development, deployment, testing, training, stabilization, and post-implementation maintenance and technical support.

 

3. Key dates

  • Proposal submission deadline: 18 May 2026, 17:00 Moldovan local time

 

4. Submission procedure

Proposals must be submitted in English to tradejobs@cipe.org and in accordance with the requirements set out in the full Request for Proposal. Proposals will be evaluated based on:

  • Technical quality: 70%
  • Price: 30%
