Project Management and Technical Advisory Services

1. Background

The Global Alliance for Trade Facilitation (the Alliance) is a public-private partnership for trade led growth jointly hosted by the World Economic Forum (WEF), the International Chamber of Commerce (ICC) and the Center for International Private Enterprise (CIPE) in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Alliance’s work is designed to help governments in developing and least developed countries implement the World Trade Organization’s Trade Facilitation Agreement (TFA). It brings together governments and businesses as equal partners to identify trade facilitation issues such as customs delays and unnecessary red-tape at borders, and design and implement targeted reforms that deliver commercially quantifiable results.

The Alliance is supported by the governments of Canada, the European Union, Germany and Sweden and works with private sector partners from small and medium-sized enterprises (SMEs) to the world’s largest multinationals.

The services required relate to the implementation of Alliance projects. This RFP seeks to identify a qualified consultant to provide strategic project management and advisory services for ongoing projects, with particular focus on Eastern Europe (Ukraine, Moldova and Armenia) and North Africa.

 

2. Objectives

The objective of this assignment is to provide high-level strategic project management and technical advisory support to ensure effective project delivery, stakeholder engagement, and alignment with Alliance methodologies.

 

3. Scope of work

Under the supervision of the Alliance Project Senior Manager, the consultant will:

a) Provide strategic project management for on-going projects, including scope, schedule, and budget oversight.
b) Provide support in the scoping of new projects, in particular in Tunisia.
c) Support high-level stakeholder management across public and private sectors.
d) Lead procurement of technical services and ensure compliance with Alliance methodology.
e) Coordinate the elaboration of quarterly, annual and/or extraordinary progress reports aligned with project milestones and impact indicators.
f) Provide technical advisory for stakeholder engagement, including development of presentations, concept notes, and participation in meetings.

The estimated level of effort is 2 days per week (16 hours) over an initial period of six months.

 

4. Deliverable

  • Monthly and quarterly progress reports.
  • Stakeholder engagement materials (presentations, talking points, concept notes).
  • Insights and follow up materials after participation in meetings and advisory sessions.

 

5. Duration of the Assignment

The duration of the contract is expected to be initially six months with the possibility to extend depending on performance, project status and organisational needs. Earliest expected start date: July 22nd 2026

 

6. Administrative and logistical Arrangements

  • This assignment will be fulfilled remotely. Office space and equipment will not be provided by the Alliance
  • Travel to the locations where projects are being executed or for specific activities could be required. All work-related traveling expenses outside the city where the consultant resides will be funded by the Alliance.

 

7. Payment Schedule

The selected consultant will submit monthly invoices to the World Economic Forum for approval and payment. The WEF will make payments upon receipt and acceptance of said invoices.

 

8. Technical Profile of the Candidate

a. Qualifications

  • University degree in Business, Trade, Logistics, Economics, Engineering, Technology, International Relations, Law, or another relevant field.
  • At least 10 years of demonstrated experience in project management, including experience overseeing complex, international, multi-stakeholder projects and procurement processes.
  • Knowledgeable in border management, trade facilitation, digitalisation, business process reengineering and reforms in bureaucratic settings.
  • Fluency in English, both written and spoken. Additional languages such as French, Arabic would be an advantage.

b. Relevant knowledge and experience

  • Demonstrated experience in strategic project management and multi-stakeholder projects.
  • Experience in trade facilitation, international development, or related sectors.
  • Strong stakeholder engagement and communication skills. In particular experience working with Government officials
  • Familiarity with Alliance methodology or similar frameworks is an advantage.

10. Evaluation Methodology

Evaluation of an applicant’s suitability for this consultancy will be based on the applicant’s technical background as provided on the resume and cover letter as well as the applicant’s financial requirements. Only shortlisted candidates will be contacted and invited to an interview.

 

11. No Obligation to Award

The issuance of this Request for Proposals (RFP) does not constitute a commitment by the Alliance to award a contract to any respondent. The Alliance reserves the right, at its sole discretion, to reject any or all proposals, to cancel the RFP process at any time, and to take no action based on the proposals received.
