Considering the results of the Request for Expressions of Interest conducted in September 2026 and donor requirements, the World Economic Forum, acting on behalf of the Global Alliance for Trade Facilitation (the Alliance), invites qualified software development and implementation companies to submit proposals for the digitalisation of selected services of the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP).
The assignment includes the design, development, testing, deployment, documentation, training, handover, and post-implementation support for (1) the first phase of the eFood / Unified Services Portal and (2) four priority electronic services:
- International Certificate for Food Products of Animal Origin or Composite Products
- International Certificate for Food Products of Non-Animal Origin
- Pre-export Certificate for Food Products of Animal Origin or Composite Products
- Pre-export Certificate for Food Products of Non-Animal Origin
The selected supplier will work closely with Alliance project partners, SSUFSCP, the Office of Digitalisation under SSUFSCP, relevant technical administrators, working groups, and other stakeholders identified by the project team to ensure the successful delivery and adoption of the solution.
The anticipated implementation period is up to twelve (12) months, followed by a twelve (12)-month warranty and post-implementation support period.
