The World Economic Forum, acting on behalf of the Global Alliance for Trade Facilitation (GATF), invites qualified software development and implementation companies to express their interest in supporting the digitalization of selected services of the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP).
This Expression of Interest (EOI) serves as a market screening and supplier qualification process to identify capable firms with the relevant technical expertise, experience, and implementation capacity. Suppliers shortlisted through this process will be invited to participate in a subsequent formal Request for Proposal (RFP).
The anticipated assignment includes the design, development, testing, deployment, documentation, training, handover, and post-implementation support for (1) the first phase of the eFood / Unified Services Portal and (2) four priority electronic services:
- International Certificate for Food Products of Animal Origin or Composite Products
- International Certificate for Food Products of Non-Animal Origin
- Pre-export Certificate for Food Products of Animal Origin or Composite Products
- Pre-export Certificate for Food Products of Non-Animal Origin
The selected supplier will work closely with GATF project partners, SSUFSCP, the Office of Digitalization under SSUFSCP, relevant technical administrators, working groups, and other stakeholders identified by the project team to ensure the successful delivery of the solution.
The anticipated implementation period is up to twelve (12) months, followed by a twelve (12)-month warranty and post-implementation support period.
This EOI does not constitute a commitment to award a contract. Rather, it is intended to identify and pre-qualify suppliers capable of delivering the required services. Only shortlisted suppliers will be invited to submit detailed technical and financial proposals during the subsequent RFP stage.
