Project Coordination Services – LIBERIA

1. Background

The Global Alliance for Trade Facilitation (the Alliance) is a public-private partnership for trade led growth jointly hosted by the World Economic Forum, the International Chamber of Commerce and the Center for International Private Enterprise in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Alliance’s work is designed to help governments in developing and least developed countries implement the World Trade Organization’s Trade Facilitation Agreement (TFA). It brings together governments and businesses as equal partners to identify trade facilitation issues such as customs delays and unnecessary red-tape at borders, and design and implement targeted reforms that deliver commercially quantifiable results.

The Alliance is supported by the governments of Canada, the European Union, Germany, and Sweden and works with private sector partners from small and medium-sized enterprises (SMEs) to the world’s largest multinationals.

 

2. Scope of Services

The services relate to a project that will support Liberia’s National Plant Protection Organisation (NPPO) in implementing the International Plant Protection Convention’s (IPPC) ePhyto Solution. The selected consultant will:

  • Work with project partners and the Alliance team to ensure effective stakeholder engagement and project communications.
  • Coordinate activities with local partners to ensure efficient project delivery.
  • Support the preparation, planning and execution of Alliance field missions, trainings and other project events.
  • Facilitate measurement work to enable reporting on project effectiveness.

 

The Consultant will work closely with the Alliance Project Manager and Technical Expert throughout the 3 stages of the project:

Stage 1 – Project Set Up

The Consultant will help to establish the Project in Liberia.

Stage 2 – Implementation

The Consultant will support the following Implementation activities:

  • Process analysis and system requirements
  • Stakeholder preparation
  • System development, integration & infrastructure
  • System testing, pilot exchange & nationwide rollout

Stage 3 – Project Closure

The Consultant will assist in the preparation of a System Sustainability Strategy as well as supporting data collection and the completion of a Project Closure Report.

It is expected that total effort for this will not exceed 55 person days (spread over 10 months).

 

3. Deliverables

The Consultant is required to provide in-country support to ensure the timely completion of the below deliverables:

Deliverable 1: Project Set Up

Establish the Project in Liberia:

  1. Create a project governance structure with key stakeholder organisations.
  2. Hold an official Project Launch event.
  3. Develop and adopt a Project Plan.
  4. Develop a Training Approach Note.
  5. Assess current phytosanitary regulations in Liberia.
  6. Establish Monitoring and Evaluation (M&E) requirements and a Measurement & Benchmarking (M&B) baseline.

Deliverable 2: Process Analysis and System Requirements

Develop an understanding of how to align procedures with system use:

  1. Map processes for the import and export of NPPO-controlled products.
  2. Define the system requirements to support the mapped processes.

Deliverable 3: Stakeholder Preparation

Build awareness, secure buy‑in, and support change management:

  1. Sensitise future users:
    1. Develop a Communications Plan (in cooperation with the Alliance Comms Team).
    2. Hold awareness building events.
    3. Liaise with key stakeholders.
  2. Develop a suitable Training Plan (including required training materials, attendance sheets and photographic records)
  3. Train NPPO staff – including training of trainers.
  4. Train private sector users.

Deliverable 4: System Development, Integration & Infrastructure

Deliver software and necessary hardware:

  1. Configure and deploy the IPPC GeNs solution.
  2. Procure IT equipment and officially hand it over to NPPO.
  3. Integrate IPPC GeNs solution with:
    1. EU eSignature infrastructure
    2. Local e‑payment platform
    3. Local Single Window platform

Deliverable 5: System Testing, Pilot Exchange & Nationwide Rollout

Initiate system use:

  1. Test system
  2. Initiate pilot exchange of the first ePhytos
  3. ‘Go Live’ with the IPPC ePhyto system
  4. Hold a formal event to mark system launch
  5. Scale‑up to nationwide use

Deliverable 6: Project Closure

Close the Project in a controlled manner:

  1. Develop a System Sustainability Strategy with the NPPO.
  2. Collect data to measure outputs, outcomes and impacts (in cooperation with Alliance M&E / M&B Teams).
  3. Develop a Project Closure Report.

 

4. Consultant Requirements

The Consultant must possess:

  • A proven track record of implementing trade facilitation or Sanitary and Phytosanitary (SPS) projects.
  • Strong documentation skills (e.g. mission notes, meeting minutes, process maps, training records).
  • Strong familiarity with use of cloud-based business software.
  • Experience with public-private partnerships.
  • Strong stakeholder engagement skills.
  • An understanding of phytosanitary procedures in Liberia.
  • Strong written and oral communication skills in English.

 

5. Duration and Location

  • The duration of the contract will be approximately 10 months with an expected start date of March 2026.
  • The Consultant must be based in Monrovia, Liberia, and be able to travel to other NPPO locations in-country at air, sea and land borders.

 

6. Payment Terms

The services will be delivered on a fixed cost basis payable according to the following milestones.

7. Proposal Submission Requirements

Interested consultants should submit a proposal in PDF format to: Christopher Holden (christopher.holden@iccwbo.org) with the subject line: “Project Coordination Services – Liberia [YOURNAME]” by 11:59pm on 23-Feb-26.

The Proposal should include:

  1. Technical proposal
  2. Financial proposal (clearly segmenting daily rates and an estimate of expenses)
  3. CVs of consultant / team

Please note that submission of a proposal in the manner described above will deem all terms and conditions of this Request for Services have been accepted by the Bidder and incorporated into its proposal unless specifically notified otherwise.

 

8. No Obligation to Award

The issuance of this Request for Services (RFS) does not constitute a commitment by the Alliance to award a contract to any respondent. The Alliance reserves the right, at its sole discretion, to reject any or all proposals, to cancel the RFS process at any time, and to take no action based on the proposals received
