Project Coordinator – MOROCCO

1. BACKGROUND

The Global Alliance for Trade Facilitation (the Alliance) is a public-private delivery mechanism created to support effective implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA) through partnerships between governments and the private sector. GATF is a cooperative effort funded by the governments of the Canada, Germany, EU, and Sweden.

The Alliance is composed of the Center for International Private Enterprise (CIPE), the International Chamber of Commerce (ICC-WBO), and the World Economic Forum (WEF), with Gesellschaft für Internationale Zusammenarbeit (GIZ) as an implementing partner.

The Alliance is preparing to implement a project in Morocco titled “Streamlining the Certificate of Conformity (CoC) for Safer Trade”. The project aims to reduce time, cost, and uncertainty associated with Morocco’s Certificate of Conformity regime while preserving consumer safety and strengthening Morocco’s competitiveness as a trade hub. The project focuses on procedural streamlining, risk-based approaches, digital solutions, and structured public–private dialogue.

Key public sector partners include the Ministry of Industry and Trade, Moroccan Customs, and PortNet. Private sector stakeholders include Moroccan importers, business associations, and international companies exporting regulated products to Morocco.

The project is structured around four interlinked workstreams:

  • Diagnostic and Problem Analysis: Mapping existing CoC processes end-to-end, documenting product-level case studies, and establishing baselines for time, cost, and procedural complexity.
  • Procedural Pilots and Optimization Measures: Designing and testing targeted procedural improvements to reduce unnecessary steps, delays, and costs while maintaining product safety and regulatory objectives.
  • Technology Pilots and Digital Solutions: Supporting incremental improvements and better integration of digital systems involved in the CoC process, including PortNet and e-CoC-related workflows.
  • Public–Private Dialogue and Policy Engagement: Facilitating structured dialogue between authorities and the private sector through working groups, advisory mechanisms, and knowledge-sharing to inform reforms and promote alignment with international best practices.

To support effective local implementation, the Alliance seeks to engage a Local Project Coordinator based in Morocco.

 

2. GENERAL OBJECTIVE

The objective of this position is to provide local coordination, stakeholder engagement, and day-to-day project management support to ensure the timely, effective, and high-quality implementation of the Morocco CoC project.

The Project Coordinator will act as the primary local focal point, working closely with the Ministry of Industry and Trade, public/private sector stakeholders, consultants, and the GATF project team.

 

3. SCOPE OF WORK

Under the supervision of the designated Alliance Project Officer and Technical Expert, the Local Project Coordinator will provide coordination and management services, including but not limited to the following:

  • Support day-to-day implementation of project activities in line with approved workplans and timelines.
  • Coordinate engagement with Moroccan public sector institutions involved in the CoC process.
  • Facilitate structured engagement with private sector stakeholders, including importers, associations, and multinational companies.
  • Support the organization and follow-up of public–private dialogue activities related to CoC reform.
  • Ensure smooth coordination between local stakeholders and the international project team.

 

4. SPECIFIC ACTIVITIES

The consultant is expected to carry out, at a minimum, the following activities:

Project Coordination and Management

  • Maintain and regularly update the project workplan and activity tracker.
  • Coordinate logistics and preparation for meetings, workshops, consultations, and pilot activities.
  • Support implementation of project workstreams, including diagnostics, procedural pilots, digital initiatives, and public–private dialogue.
  • Serve as the day-to-day liaison with the Ministry, ensuring timely alignment, issue escalation, and follow-up on agreed actions.
  • Support the Ministry in translating recommendations into implementable actions (action plans, ownership, timelines, and change-management support).
  • Monitor progress against milestones and flag implementation risks or delays.

Stakeholder Engagement

  • Act as liaison with the Ministry of Industry and Trade (Consumer Protection, Market Surveillance, and Quality Directorate), Moroccan Customs, PortNet, and other relevant agencies.
  • Coordinate consultations with private sector stakeholders, including SMEs and large traders.
  • Support the functioning of project governance mechanisms, including working groups or advisory committees.

Reporting and Documentation

  • Prepare monthly updates and quarterly progress reports summarizing activities, challenges, risks, private sector contributions, and next steps.
  • Contribute to preparation of presentations, briefing notes, and executive summaries as required.
  • Document key decisions, agreed actions, and changes to scope, schedule, or sequencing of activities.

Monitoring and Measurement Support

  • Support data collection related to project indicators, including time, cost, and process metrics associated with the CoC.
  • Assist with surveys, interviews, and case-study documentation in coordination with the GATF monitoring and evaluation team.

Procurement and Consultant Coordination

  • Support procurement processes for local consultants or firms, including drafting or reviewing terms of reference and coordinating evaluation processes, as requested.
  • Support onboarding, coordination, and follow-up with consultants engaged under the project.

Ad Hoc Support

  • Provide ad hoc support to the Alliance team related to stakeholder communications, short translations (French–English–Arabic, as applicable), and coordination needs.

 

5. DURATION OF ASSIGNMENT

The duration of the contract is expected to be one (1) year with the possibility to extend depending on performance and project status. Expected start date: February 16, 2026.

 

6. REPORTING ARRANGEMENTS

The selected project coordinator will report to the Alliance/CIPE Program Officer, and WEF Technical Expert based in Morocco.

 

7. ADMINISTRATIVE AND LOGISTICAL ARRANGEMENTS

  • Candidates should already reside in
  • Travel within Morocco to meet with government officials and private sector operators will be required. All work-related traveling expenses outside of the Rabat area will be funded by the program.
  • Office space will be provided by project stakeholders, therefore it is expected that the consultant will work at the premises of the project stakeholders.

 

8. PAYMENT SCHEDULE

The selected candidate will submit invoices monthly to the Alliance for approval and payment. The Alliance will make payments upon receipt and acceptance of said invoices.

 

9. TECHNICAL PROFILE OF CANDIDATE

9.1 Academic Qualifications

  • Bachelor’s degree or equivalent university degree in Business, Economics, Engineering, Technology, Law, or another relevant

9.2 Knowledge/Experience

  • At least 10 years of demonstrated experience in project coordination or management, including experience overseeing complex, multi-stakeholder projects.
  • Proven experience in designing, coordinating, or supervising the implementation of IT systems or digital tools, preferably within or for government agencies or regulatory authorities.
  • Familiarity with business process reengineering and the introduction of new procedures in administrative settings is highly desirable.
  • Previous work experience with public and private sector stakeholders in Morocco, especially in trade-related, regulatory, or modernization projects is a plus.
  • Experience supporting digital transformation efforts, e-government services, or risk-based compliance systems desired.
  • Hands-on experience with monitoring, evaluation, and results reporting for donor-funded projects.
  • Understanding of international trade facilitation principles and frameworks such as the WTO Trade Facilitation Agreement, WCO SAFE Framework, etc.
  • Strong organizational and interpersonal skills; able to manage multiple stakeholders simultaneously.
  • Ability to learn quickly, work independently and in a collaborative, fast-paced environment.
  • Fluency in French and Arabic, both written and spoken.
  • Good command of English desired.

Must be legally authorized to live and work in Morocco.

  • A monthly rate in EUR, calculated on the basis of 20 working days per month;

The financial proposal should exclude travel expenses outside the consultant’s normal place of work. Any approved project-related travel outside the place of work will be covered separately by the project, in accordance with GATF travel and reimbursement policies.

11.   EVALUATION METHODOLOGY

Evaluation of an applicant’s suitability for this consultancy will be based on the applicant’s technical background as provided on the resume and cover letter as well as the applicant’s financial requirements.
