1. BACKGROUND

The Global Alliance for Trade Facilitation (GATF) is a public–private delivery mechanism established to support the effective implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA) through partnerships between governments and the private sector. GATF is funded by the governments of Canada, Germany, the European Union, and Sweden.

The GATF Secretariat is composed of three host organizations: the Center for International Private Enterprise (CIPE), the International Chamber of Commerce (ICC-WBO), and the World Economic Forum (WEF), in collaboration with Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Global Alliance for Trade Facilitation (GATF) is currently implementing the project “Trade Reforms for EU Integration: Enhancing Governance and SPS Systems in Moldova”, which aims to support the Republic of Moldova’s European Union accession process through the institutional modernization of two key government agencies: the Moldova Customs Service (MCS) and the National Food Safety Agency (ANSA). One of the project’s main components focuses on the digital transformation of ANSA.

ANSA is the central public authority under the Government of the Republic of Moldova responsible for implementing state policy in the following areas:

  • Ensuring food safety and quality for food products, including ethyl alcohol, alcoholic beverages, wine products, and beer.
  • Maintaining a system of public measures to ensure animal health, plant protection, and the safety of food products and raw materials at all stages of the food chain – from primary production, processing, storage, and transportation to marketing, import, and export.
  • Protecting consumers in the food sector.

In each of these areas, specific legislation requires the establishment of registers and record-keeping systems to support ANSA’s responsibilities. Over the years, ANSA has developed several information systems for distinct functions. However, these systems are technologically outdated, lack interoperability, and cannot exchange data seamlessly.

These technological shortcomings limit ANSA’s ability to ensure digital traceability of the products it supervises – a critical requirement for effective food safety management.

In parallel, ANSA has committed to achieving full compliance with European Union requirements in the fields of animal health, plant health, and food safety, with the strategic objective of enabling Moldovan products to access EU markets.

To this end, the Government of the Republic of Moldova adopted Decision No. 791/2022, approving the establishment and concept of the Integrated Information System “e-ANSA”. Although the legal framework is in place, tangible progress on system development has so far been limited.

To accelerate implementation, the project will support ANSA in developing and launching eight new e-services. To facilitate this process, GATF intends to engage a local IT specialist to prepare the technical specifications and requirements and Terms of Reference (ToR) for these systems, which will form the basis for subsequent IT development and implementation.


2. GENERAL OBJECTIVE

The objective of this position is twofold:

i. Design Technical Specifications of New Systems: develop the technical specifications and requirements and ToR for the IT development of the following systems:

  • Register of specialized deposits for fertilizers and plant protection products.
  • Register of ethyl alcohol circulation and alcoholic production.
  • Register of main technological equipment.
  • Registration and dissemination of alerts (early warning system).
  • Management and traceability of planting material batches for food products.
  • Import monitoring and control.
  • Monitoring of animal performance and plant crop yields.
  • Rapid notification and record-keeping system for animal by-products not intended for human consumption.
  • Two web services to enable data exchange between ANSA and the Customs Service.

ii. Provide Procurement Support: Provide technical assistance during the procurement process for the IT firm or firms responsible for developing these systems.


3. SCOPE OF WORK

It is expected that the IT specialist will as a minimum: 

  • Conduct consultations with relevant ANSA departments, the e-Government Agency, and private sector stakeholders. 
  • Review EU legislation and existing ANSA workflows. 
  • For each digital module and web service: 
    1. Develop functional and non-functional specifications 
    2. Define system architecture requirements 
    3. Prepare ToR documents to guide vendor procurement 
  • Support the procurement process as a non-voting technical expert, providing input during evaluations and clarifications. 


4. SPECIFIC ACTIVITIES

Under the supervision of the GATF Project Coordinator and ANSA IT and technical departments, activities shall include, but are not limited to, the following:

i. Conduct interviews with ANSA departments, e-Gov, and private sector representatives to understand:

    • Current workflows (manual and digital)
    • Regulatory drivers (e.g. EU alignment, food safety)
    • Technical environment (e-Gov microservices, hosting, interoperability)
    • Document and validate business needs for each module and web service

ii. For each digital module and web service:

      • Define:
        1. Objectives of the system
        2. Key user groups and access levels
        3. Process flows and functional logic
        4. Key data fields and formats
        5. Frequency and type of submissions
        6. Interoperability needs with existing systems (e.g. Customs, labs, registries)
      • Ensure alignment with e-Gov tech stack (.NET, Kubernetes, JSON APIs)

iii. Draft TORs for procurement of IT developers or firms, including:

    • Objectives
    • Scope of work
    • Deliverables
    • Architecture and interoperability expectations
    • Hosting and support requirements
    • Evaluation criteria

iv. Procurement support:

    • Provide technical inputs on: 
      1. Bidder qualifications
      2. Proposal evaluation grid
      3. Scoring criteria
    • Join evaluation committee as non-voting technical advisor
    • Support Q&A from vendors during the bidding process. 


5. DELIVERABLES

i. Technical specifications and Terms of Reference for: 

  • the Register of Specialized Deposits for fertilizers and plant protection products.
  • the Register of Ethyl Alcohol Circulation and alcoholic production.
  • the Register of Main Technological Equipment.
  • the Registration and Dissemination of Alerts (Early Warning System).
  • the Management and Traceability of Planting Material Batches for food products.
  • the Import Monitoring and Control System.
  • the Monitoring of Animal Performance and plant crop yields.
  • the Rapid Notification and Record-Keeping System for animal by-products not intended for human consumption.
  • two Web Services enabling data exchange between ANSA and the Customs Service.

ii. Technical support during the procurement process including evaluation and scoring of financial and technical proposals.

Note: The deliverables are presently listed in consecutive order; however, the final sequence of their development and submission shall be determined by ANSA and the GATF project coordinator.


6. DURATION OF ASSIGNMENT

The estimated period of performance is from October 15, 2025 to December 31, 2026.


7. REPORTING ARRANGEMENTS

The selected candidate will report to the Project Coordinator and ANSA IT Director.


8. ADMINISTRATIVE AND LOGISTICAL ARRANGEMENTS

  • Candidates must be based in Chisinau, Moldova, or surrounding area.
  • The successful candidate is expected to travel to ANSA headquarters as required, conduct in-person meetings and consultations, participate in online meetings, and actively engage with representatives of the private sector.
  • The project team will provide administrative and logistical support to provide the necessary logistical support to conduct meetings with ANSA officials and private sector representatives whenever possible, and office space for meetings with ANSA officials.


9. PAYMENT SCHEDULE

  • 10% upon contract signature.
  • 10% upon delivery and approval of the technical specifications and TOR for each of the following registries:
    1. Specialized Deposits for fertilizers and plant protection products.
    2. Ethyl Alcohol Circulation and alcoholic production, + main Technological Equipment.
    3. Registration and Dissemination of Alerts (Early Warning System).
    4. Management and Traceability of Planting Material Batches for food products.
    5. Import Monitoring and Control System.
    6. Monitoring of Animal Performance and plant crop yields.
    7. Rapid Notification and Record-Keeping System for animal by-products not intended for human consumption.
    8. Two web services enabling data exchange between ANSA and the Customs Service. 
  • 10% upon completion of procurement support phase and final technical review 

The final payment schedule will be revised and updated during contract negotiations with the successful candidate. 

The estimated total budget for this assignment is USD70,000 inclusive of all taxes and fees.


10. REQUIRED PROFILE

10.1 Academic Qualifications

Bachelor’s degree or equivalent university degree in IT or another relevant field.

10.2 Knowledge/Experience

  • Minimum of seven (7) years of professional experience in drafting technical specifications, software requirements, and business processes.
  • Proven track record of successfully executing at least three (3) projects of similar scope and complexity, particularly those of comparable scale and significance to state-critical software as described in this document.
  • Proficiency in documenting technical specifications, including creating clear and comprehensive requirements, design documents, and system architecture diagrams.
  • Familiarity with software testing methodologies and quality assurance processes to ensure software meets specified requirements and adheres to industry standards.
  • Comprehensive understanding of legal, and regulatory considerations—including data privacy, intellectual property, government regulations, standards, and compliance requirements—combined with in-depth knowledge of cybersecurity principles and practices to ensure secure and resilient handling of sensitive information and critical infrastructure.
  • Excellent written and verbal communication skills to effectively convey technical concepts to non-technical stakeholders.
  • Experience working with public institutions will be considered an asset.
  • Previous experience with ANSA and familiarity with ANSA processes and systems will be considered a strong asset.
  • Fluency in English and Romanian, both written and spoken.

Must be legally authorized to live and work in Moldova.
