1. Background
The Global Alliance for Trade Facilitation (the Alliance) is a public–private delivery mechanism established to support the effective implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA) through partnerships between governments and the private sector. The Alliance is funded by the governments of Canada, Germany, the European Union, and Sweden.
The GATF Secretariat is composed of three host organizations: the Center for International Private Enterprise (CIPE), the International Chamber of Commerce (ICC-WBO), and the World Economic Forum (WEF), in collaboration with Gesellschaft für Internationale Zusammenarbeit (GIZ).
The Global Alliance for Trade Facilitation is currently implementing the project “Trade Reforms for EU Integration: Enhancing Governance and SPS Systems in Moldova”, which aims to support the Republic of Moldova’s European Union accession process through the institutional modernization of two key government agencies: the Moldova Customs Service (MCS) and the National Food Safety Agency (ANSA).
A central element of the initiative is strengthening the capacities of the IT Department of the MCS, which plays a critical role in digital transformation, system interoperability, data governance, and evidence-based decision-making.
To this end, the Alliance will provide targeted support to enhance the IT Department’s ability to design, implement, and maintain modern database and data management practices. As part of this support, the Alliance intends to engage a Data Analyst / Database Specialist to reinforce the IT Department’s capacity in database administration, data analysis, and reporting.
2. General objective
The overall objective of this assignment is to provide database management, data analysis, and visualization support to the IT Department of the MCS, strengthening its ability to ensure secure, reliable, and efficient handling of customs data and supporting evidence-based decision-making aligned with EU standards.
3. Scope of work
Under the supervision of the Head of the IT Department and the guidance of the Alliance’s Project Coordinator, the consultant will:
- Manage and optimize MCS databases to ensure high availability, performance, and security.
- Collect, clean, and structure customs-related data to enable advanced analysis and reporting.
- Conduct analysis and prepare evidence-based insights to support operational and strategic decision-making.
- Develop dashboards and automated reporting tools for monitoring modernization progress and KPIs.
- Support the IT Department in ensuring data interoperability with national and international systems.
- Contribute to developing and implementing data governance policies and standards.
- Provide training and on-the-job support to MCS staff in database management and data visualization.
4. Specific activities
4.1 Database Administration and Management
- Administer, maintain, and optimize databases.
- Monitor database performance, implement tuning, and troubleshoot issues.
- Ensure data security, backup, recovery, and disaster recovery procedures.
- Support migration, integration, and interoperability of data across platforms.
4.2 Data Collection, Processing, and Governance
- Collect, validate, and structure customs operational and performance data.
- Implement data quality controls to ensure consistency and reliability.
- Contribute to developing and applying data governance policies.
4.3 Data Analysis and Visualization
- Conduct statistical analysis to assess operational efficiency and reform outcomes.
- Develop dashboards and visualizations (Power BI, Tableau, Qlik, etc.) for KPI monitoring.
- Provide analytical input to policy and operational reviews.
4.4 Reporting and Stakeholder Engagement
- Prepare analytical reports, presentations, and briefs for internal and external stakeholders.
- Support IT Department in documenting lessons learned and best practices.
- Provide data-driven insights for modernization and digital reform.
4.5 Capacity Building
- Deliver training sessions on database management and visualization tools.
- Transfer knowledge to enhance staff skills in data-driven decision-making.
5. Duration of assignment
The estimated period of performance is one year, from December 2025 to December 2026.
6. Reporting arrangements
The Data Analyst / Database Specialist will report to the Head of the IT Department of MCS and the GATF Project Coordinator.
7. Administrative and logistical arrangements
- Office space and access to relevant data will be provided by MCS.
- Travel within Moldova, if required, will be arranged and covered by MCS.
- The consultant will use own IT equipment.
8. Payment schedule
The selected candidate shall submit monthly invoices to the Alliance for review and approval. Payments will be made on a monthly basis upon receipt and acceptance of the invoice. Payment is contingent on satisfactory performance of assigned tasks during the month.
9. Required profile
9.1 Academic Qualifications
- Bachelor’s degree in Computer Science, Data Science, Statistics, ICT, or related field. A Master’s degree is an asset.
- Proficiency in English desired.
9.2 Knowledge/Experience
The candidate should demonstrate:
- At least 5 years of professional experience in database administration, management, and data analysis.
- Good knowledge of Oracle database systems (design, tuning, backup/recovery, security).
- Experience with other database technologies (e.g., SQL Server, PostgreSQL, MySQL) is an asset.
- Proficiency in SQL, PL/SQL, and database integration techniques.
- Strong background in data analysis, business intelligence, and reporting.
- Proficiency in visualization tools (Power BI, Tableau, Qlik, Python, R, Excel).
- Experience in developing dashboards and KPIs for monitoring institutional performance.
- Understanding of data governance principles, including data security and privacy.
- Knowledge of cybersecurity principles, including secure data handling, access control, encryption, and risk mitigation strategies.
- Familiarity with customs, trade facilitation, or public sector IT systems is a strong asset.
- Ability to communicate complex technical concepts clearly to non-technical audiences.
- Experience conducting training in database management and data analytics.
- Fluency in Romanian (written and spoken). Fluency in English is an asset.
- Must be legally authorized to live and work in Moldova.
