Global Alliance for Trade Facilitation/ World Economic Forum

1.  Background

The Global Alliance for Trade Facilitation (the Alliance) is a public-private partnership for trade-led growth, supporting governments in developing and least-developed countries in implementing the World Trade Organization’s Trade Facilitation Agreement. Alliance projects cut through red tape and end costly delays at borders by bringing together governments and businesses of all sizes as equal partners to deliver targeted trade reforms.

By emphasizing digitisation and delivering other best practices, Alliance projects enable businesses to trade more easily thanks to streamlined and more predictable processes. Governments save time and resources by modernising trade procedures while still safeguarding their borders. Ultimately, Alliance projects boost trade competitiveness and business conditions, which are key drivers of inclusive economic growth and poverty reduction.

The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce, and the World Economic Forum, in cooperation with Gesellschaft für Internationale Zusammenarbeit (GIZ). It is funded by the governments of the United States, Canada, Germany, and Denmark.

The World Economic Forum, committed to improving the state of the world, is the International Organization for Public-Private Cooperation. The Forum engages the foremost political, business and other leaders of society to shape global, regional and industry agendas.

2. Reporting lines and interactions

The position is based in Geneva within the Alliance team and reports to the Monitoring and Evaluation Lead. The incumbent is a member of the Alliance Measurement Team and collaborates with colleagues across the wider Alliance, including measurement team members at ICC, CIPE and GIZ, as well as across the Forum.

Within the Forum, the incumbent works with the Alliance team based at the Forum, the Trade & Investment team, the Centre for Regional and Global Cooperation, as well as colleagues across other thematic platforms and communities.

3. Duties and responsibilities

Effective monitoring and evaluation are critical to track a program`s or a project`s progress towards reaching its objectives as well as documenting results, lessons learned and emerging best practices to guide future activities and help craft a compelling narrative on development impact. The Monitoring and Evaluation Specialist plays an important role in helping develop accountability tools to funding agencies and stakeholders as well as providing qualitative and quantitative data to guide decisions.

Specifically, the Monitoring and Evaluation Specialist performs the following key functions:

Data collection, processing, and analysis

  • Support the design and implementation of surveys and tools to collect data for the Alliance Results Framework as well as update, collect, and validate data from internal tracker tools.
  • Process and analyse data on global-level and project-level indicators on a quarterly basis or as needed and requested. This includes cleaning, analysing and summarising data collected through various Alliance instrument using appropriate statistical techniques.
  • Liaise with different internal stakeholders for the collection, validation, and analysis of data. Support in synthesizing the evidence and main findings. Highlight any gaps in data and potential sources for more analysis.
  • Participate in the collection of data and design of tools from other sources of information as case studies, research briefs and knowledge papers.

Monitoring and Evaluation plans and tools

  • Contribute to foster a monitoring and evaluation culture in the Organization through supporting capacity development within the organization.
  • Assist in the development and review of normative monitoring and evaluation products that improve the quality of the M&E function within the Alliance.
  • Assist in the production of monitoring and evaluation knowledge management products that improve access and use of evaluative evidence.
  • Support staff and management in utilising data to improve performance.
  • Perform other related duties as required.

4. Preferred requirements and experience

  • Advanced degree in economics, social sciences, statistics, or related field.
  • At least 2 years of professional experience relevant to monitoring and evaluation. Experience on trade facilitation, international trade economics or international development an asset.
  • Excellent knowledge of and skills in applied monitoring and evaluation/social science research methods and statistical techniques. Including knowledge of a range of monitoring data collection, analysis methods and mix methods.
  • Knowledge of theories of change and logic models and ability to facilitate development of theories of change and logic models.
  • Experience in quantitative, qualitative, and/or mixed methods research and monitoring and evaluation methods is required.
  • Fluency in spoken and written English.
  • Attention to detail, superior organisation skills and ability to operate within tight deadlines.

5. Contract and selection process
