World Economic Forum / Global Alliance for Trade Facilitation

 

1. Background

The Global Alliance for Trade Facilitation (the Alliance) is a public-private partnership for trade led growth jointly hosted by the World Economic Forum, the International Chamber of Commerce and the Center for International Private Enterprise in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Alliance’s work is designed to help governments in developing and least developed countries implement the World Trade Organization’s Trade Facilitation Agreement (TFA). It brings together governments and businesses as equal partners to identify trade facilitation issues such as customs delays and unnecessary red-tape at borders, and design and implement targeted reforms that deliver commercially quantifiable results.

The Alliance is supported by the governments of the United States, Canada, the United Kingdom, Australia, Germany and Denmark, and works with private sector partners from small and medium-sized enterprises (SMEs) to the world’s largest multinationals such as DHL, FCA Group, Maersk, UPS and Walmart.

The services required relate to the evaluation and scoping of a project idea for the facilitated import of vaccines and associated products into Botswana (‘BAP-06-B’). The selected consultant will provide the technical expertise and know-how required to evaluate the feasibility of and scope the proposed project idea.

 

2. Description of Services

Introduction

The services will be delivered in three phases:

1. Preparation: the Consultant will prepare and submit a project validation plan.
2. Validation: the Consultant will conduct detailed project validation activities in accordance with the approved plan and draft and submit a validation report. Validation activities will include:

• • In-country meetings with relevant government and private sector stakeholders
  • Where necessary remote meetings with stakeholders who cannot participate physically
  • Management of public-private dialogues as defined in the scoping plan
  • Researching and proposing best practices for the design of BAP-06-B
  • Consultation with the Alliance’s Metrics & Evaluation team on measurement and impact assessment of BAP-06-B (including gender and SME mainstreaming)
  • Advising the Alliance on project validation progress and working closely with the Alliance’s Business Action Project manager to ensure validation objectives are met

3. Stakeholder Commitment: the Consultant will secure stakeholder buy-in for BAP-06-B and obtain letters of commitment from the key project stakeholders.

Expected Outputs

• Validated BAP-06-B problem statement
• Stakeholder map
• Process diagram detailing all the interactions from export preparation to delivery at importers premises
• List of all documents required for importation of vaccines and associated products: name, source, form (paper / electronic), dependencies (process or documentary) and estimated processing time to issue
• Definition of legal basis of each document issued by a government agency / government appointed organization
• Analysis of potential for online submission / approval of document issued by a government agency / government appointed organization
• Validation of HS Codes used for vaccines and associated products and applicable duty / tax rates
• Analysis of appetite of National Trade Facilitation Committee to form a public-private technology working group and interest of potential participants for such a working group.
• Letters of commitment from the key public sector project stakeholders

Timelines for Deliverables

The Consultant will provide the Alliance with the following deliverables:

1. Within seven days after contract signature, the plan for project validation;
2. Within thirty days after approval of the project validation plan, the project validation report (including expected outputs described above).
3. Requirements

The Consultant must:

• Have a minimum of 10 years of experience in customs modernization and trade facilitation reforms in Africa
• Proven track record in implementing trade facilitation projects
• Experience with public-private partnerships
• Strong understanding of the TFA and other applicable international instruments
• Strong written communication and stakeholder engagement skills
• Be based in / have the ability to travel to Botswana
• Strong written and oral communication skills in English
