Rabat, Morocco, 19 May 2026 — The Global Alliance for Trade Facilitation (the Alliance) has officially launched a new trade facilitation project in Morocco aimed at improving the efficiency, transparency and predictability of the country’s Certificate of Conformity (CoC) system. The project was formally initiated during a kick-off meeting held at the General Directorate of Commerce of the Ministry of Industry and Trade, bringing together representatives from the Ministry, the national single window operator PortNet SA, and the Swedish International Development Agency, represented by the local Embassy in Morocco and the Alliance’s project team.
The event marked the formal start of the project and was accompanied by the signing of a Memorandum of Understanding (MoU) formalising the framework of collaboration between the General Directorate of Commerce, PortNet SA and the Alliance. The MoU establishes a shared commitment to technical and institutional cooperation, covering areas such as business process optimisation, risk-based inspection, the improvement of the digitized control system at the origin , and structured public-private dialogue. It sets out the responsibilities of each partner and provides the governance foundation on which the project will be built and steered over its duration.
Morocco’s conformity assessment framework rests on a robust legislative and operational base. The country has developed a comprehensive set of mandatory standards protecting consumers and raising the quality bar for imported products, and a digital submission platform has been operational through PortNet since early 2025, marking a significant step toward the dematerialisation of import control procedures.
Building on these strong foundations, the project will work hand in hand with the General Directorate of Commerce and PortNet SA to design smarter, more targeted inspection mechanisms, strengthen coordination across institutions, and equip the system with the data tools and governance structures needed to sustain reform over the long term.
